- 02Concept selection and pre-feasibility engineering, with capital and operating cost ranges rather than headline figures.
- 03Site screening, land and utility access, and environmental and social baseline studies.
- 04Sanctions review and any required OFAC authorization, plus Venezuelan legal review and national approvals.
- 05Permitting, insurance capacity, and front-end engineering and design.
- 06Committed financing and binding commercial agreements before any construction commitment.
