Sulphur and metals handling
Hydrotreating capacity, sulphur recovery and catalyst management are central, not optional. Metals content shortens catalyst life and shapes maintenance cycles.
Utilities and water
Power, steam, hydrogen and water systems dominate feasibility. Environmental review, discharge control and emissions permitting are prerequisites, not afterthoughts.

- 02Concept selection and pre-feasibility engineering, with capital and operating cost ranges rather than headline figures.
- 03Site screening, land and utility access, and environmental and social baseline studies.
- 04Sanctions review and any required OFAC authorization, plus Venezuelan legal review and national approvals.
- 05Permitting, insurance capacity, and front-end engineering and design.
- 06Committed financing and binding commercial agreements before any construction commitment.
