A conceptual description of how Venezuelan crude and refined products move, and of the controls a lawful chain requires. This entity owns no vessels, holds no terminal capacity, and has no offtake agreement, allocation or export right.

Marine loading
Loading depends on draft, berth availability, weather windows and vessel suitability. Ship-to-ship operations, dark voyages and disabled tracking are red flags, not workarounds.
Documentation
Bills of lading, certificates of origin, quality certificates and inspection reports form the audit trail. Documentary irregularity is the most common signal of an unlawful cargo.
Counterparty screening
Every buyer, trader, shipowner, charterer, insurer and agent has to be screened against sanctions lists and ownership thresholds, with the screening refreshed rather than done once.

What would have to be true first
- Any required U.S. authorization or specific licence for the exact activity, counterparties and cargoes involved.
- Venezuelan approvals and registrations, obtained through qualified local counsel.
- Marine insurance and protection-and-indemnity cover that expressly contemplates the trade.
- Sanctions, anti-corruption, FCPA and anti-money-laundering controls operating continuously.
- Binding agreements with screened counterparties. Letters of intent and introductions are not agreements.
