Venezuela Oil and the Orinoco Heavy Crude Belt

Venezuela's oil endowment is dominated by extra-heavy crude in the Orinoco belt. This page explains, in general terms, what that means technically and legally. It describes no holding, right, allocation or activity of this proposed entity, which holds none.

Fundamentals

What makes Venezuelan crude different

Extra-heavy and viscous

Orinoco-belt crude is typically very dense and viscous, with low API gravity. It does not flow, store or ship like light sweet crude, and it generally cannot be moved without being diluted, heated or upgraded first.

High sulphur and metals

Heavy Venezuelan streams are generally sour and carry elevated sulphur, vanadium and nickel. That drives refinery configuration, catalyst choices, emissions control and residue handling.

Diluent dependent

Blending with naphtha or light crude to produce a transportable blend is the usual approach. Diluent supply, recovery and logistics are a defining cost and a defining constraint.

Processing

Upgrading versus blending

Two broad routes exist for extra-heavy crude. Both are capital intensive and neither is available to a company without authorization, financing and binding agreements.

  • Diluted crude oil (DCO) blending: mix with lighter streams to reach a pipeline- and tanker-transportable specification, then sell the blend to refiners configured for heavy sour feedstock.
  • Upgrading: partially convert extra-heavy crude into a lighter synthetic crude through coking, hydro-processing or similar routes, producing a stream that more refineries can accept.
  • Either route requires assays, engineering studies, environmental review, permits, insurance, committed capital and lawful counterparties. None of that exists for this proposal today.

Why Venezuela oil is not an ordinary market

Venezuelan oil activity sits inside a United States sanctions framework administered by the Office of Foreign Assets Control, alongside Venezuelan national law, resource ownership rules and permitting requirements. Dealings that would be routine in other producing countries may be prohibited, may require a specific licence, or may be permitted only under strict conditions. Sanctions policy also changes over time, so nothing here should be read as a description of what is currently allowed.
