A Phased, Modular Refinery Development Concept

This is a planning framework, not a project. No site has been selected, no engineering has been commissioned, no permit has been sought and no financing has been raised. Each phase is gated by the successful, documented completion of the phase before it.

High-Level Units

These are illustrative process blocks common to heavy-crude processing. Inclusion here is not a design decision, a procurement commitment or a capacity statement.

Desalting

Removal of salts, water and solids to protect downstream metallurgy and catalysts.

Atmospheric & Vacuum Distillation

Primary separation into fractions, with vacuum service handling the heavy bottoms characteristic of extra-heavy crude.

Residue Conversion / Delayed Coking

Conversion of heavy residue into lighter products and petroleum coke; selection depends on residue yield and market access.

Hydrotreating / Hydrocracking

Sulfur, nitrogen and metals removal, plus conversion severity matched to product specifications.

Hydrogen Production

Hydrogen supply sized to hydroprocessing demand, with its own utility and emissions profile.

Sulfur Recovery

Recovery and handling of sulfur removed during hydroprocessing, with tail-gas treatment.

Utilities

Power, steam, cooling water, instrument air, nitrogen, flare and relief systems.

Wastewater & Emissions Control

Effluent treatment, stormwater management, vapour recovery, monitoring and reporting.

Configuration is not fixed. Final configuration, capacity, technology licensors and phasing would depend on measured crude assays, site conditions, permit conditions, project economics, utility availability and independent engineering review. Any of these could change the concept fundamentally or render it unviable.
