United States sanctions

Dealings involving Venezuela's petroleum sector are subject to a sanctions framework administered by the Office of Foreign Assets Control. Some activity is prohibited, some requires a specific licence, and general licences may authorize narrow categories under conditions. This framework changes over time.

Venezuelan law and approvals

Counterparty and finance access

Where crude can go, and how, is a function of vessel access, buyer configuration and compliance — not distance alone.

  • Heavy sour crude can only be processed by refineries configured for it. The set of technically capable and legally willing buyers is narrower than for light sweet grades.
  • Marine logistics depend on terminal condition, draft limits, lightering practice, vessel availability and whether owners and insurers will accept the voyage.
  • Caribbean and Gulf Coast proximity is often cited as an advantage for delivery times, but proximity does not create legal access or a willing buyer.
  • Broader route considerations, including the Panama Canal and other chokepoints, affect global crude flows generally. Their relevance to any specific project is speculative until that project lawfully exists.
