Where crude can go, and how, is a function of vessel access, buyer configuration and compliance — not distance alone.
- Heavy sour crude can only be processed by refineries configured for it. The set of technically capable and legally willing buyers is narrower than for light sweet grades.
- Marine logistics depend on terminal condition, draft limits, lightering practice, vessel availability and whether owners and insurers will accept the voyage.
- Caribbean and Gulf Coast proximity is often cited as an advantage for delivery times, but proximity does not create legal access or a willing buyer.
- Broader route considerations, including the Panama Canal and other chokepoints, affect global crude flows generally. Their relevance to any specific project is speculative until that project lawfully exists.
