Possible procurement of U.S.-manufactured equipment, instrumentation and spares, where lawful, licensed and commercially competitive.
Possible demand for U.S. engineering, inspection, insurance, legal, logistics and financial services. No headcount is projected.
Additional lawful refining capacity could, in principle, contribute to supply diversity. Any such effect would be modest, indirect and unproven.
Only Under Future Binding Arrangements
If — and only if — a lawful, negotiated, binding arrangement were ever entered into with an appropriate governmental authority, that arrangement could in principle include compensation or revenue-sharing terms.
Conceptual Idea
The following describes a hypothetical outcome that no one has agreed to, funded or authorised. It is offered as conceptual thinking only.
In concept, if lawful Venezuelan oil operations were ever authorised, financed and profitable, a share of those profits could be used to establish an American Energy Dividend — a mechanism that could help strengthen Social Security, expand access to childcare and healthcare, reduce federal borrowing, and ease energy-driven inflation.
Additional Western Hemisphere supply could also make the United States less reliant on oil that must transit the Strait of Hormuz, and the Panama Canal — under United States involvement and treaty arrangements — could become an important route for that trade.
